American Flag on casket

Is it proper to have the American flag draped over the coffin for any fireman who has passed. Even though he has not passed in the line of duty. Or should it only be used for military personnel or line of duty deaths.

It seems that the US Flag is draped for firefighters who were also Veterans.

There is a very comprehensive guide put together by the National Volunteer Fire Council which says, “Traditionally, the casket is draped with an American flag for veterans and all uniformed personnel, but this is optional.”
